Zelensky says files on Ukraine, EU, US security guarantees are ready

(MENAFN) Ukrainian President Volodymyr Zelenskyy said on Monday that all key draft documents on security guarantees between Ukraine, European partners and the United States have been finalized, while cautioning that intelligence indicates Russia could launch large-scale attacks during the Christmas period.

In an evening address following a meeting of the Staff of the Supreme Commander-in-Chief, Zelenskyy said Ukraine’s negotiating team had returned from Miami and that the groundwork on the initial security documents had been completed.

“Our negotiating team is now returning from Miami. In my view, everything that needed to be done at the level of initial drafts has already been done,” he said.
Zelenskyy explained that the framework includes a 20-point plan outlining security guarantees involving Ukraine, European countries and the US, as well as a separate bilateral agreement with Washington that would require approval by the US Congress.

Turning to immediate security concerns, Zelenskyy stressed that air defense remains Ukraine’s top priority, particularly on Dec. 23, 24 and 25, as the country braces for potential attacks.

“We understand that precisely on these days they may — this is in their nature — carry out massive strikes on Christmas,” he warned.

He said intelligence agencies have been instructed to intensify their work to gain clearer assessments, noting that Russia has rejected holiday ceasefire proposals put forward by Germany and the United States.

Zelenskyy also acknowledged shortages in air defense capabilities and said Ukraine is seeking to address the issue through a “strong contract” with the US to acquire “several dozen” Patriot air defense systems under various programs.
On the diplomatic front, he said the United States continues to hold talks with Russian representatives.

“The Americans are currently continuing negotiations with Russian representatives. They will hold talks, and then we will receive feedback from them,” Zelenskyy said, adding that while Washington has received all of Kyiv’s positions, there are certain terms Ukraine is unwilling to accept.
